Your point is well taken: average Joe and Jane are not an ideal solution. But my point is, they're better than no solution. For example, I just saw a ballet teacher who just showed up and was put to work doing triage. She found a little girl that looked bad, rushed her to a nurse that had shown up, who recognized diabetic shock and yelled for insulin. Somebody happened to have some and the little girl was saved.
