Again, I will say: the evacuation plan, the initial response, etc. all city, county, and state responsibilities. We do not disagree there. Where we disagree is when it becomes federal responsibility. I say it's when the city, county, and State asks for help. When they say to the federal gov't, "We can no longer handle the situation, we need federal help." That's what happened in this case, but the federal gov't didn't respond.
