Didn't respond? I see response all over the place. What you meant to say (I 
believe) is that they didn't respond fast enough. They didn't move 10's and 
100's of thousands of people and supplies in the time that you (and others) 
wanted.
But again, if specific federal agencies that were created to handle these 
events did not respond quickly enough, look to those agencies FIRST to blame 
before you move up the ranks. FEMA existed before Bush, they hold 
responsibility to handle these events and if they were slow, look to them 
first. Blame Bush later to your hearts content, but he's not the person 
directly responsible. He's secondary or even tertiary.
