Well, FEMA, and maybe the Louisiana disaster teams. Helicopters can only do so much, in areas where there are power lines and other obstacles you can't always just fly in and pick people up.
The hurricane's last day was Tuesday, supplies started showing up in New Orleans Thursday, I'm not sure about the other areas, cause well, no news outlet seems to want to cover it, probably because things, while still tough, aren't as bad, and well if it bleeds, it leads. The President while in charge of FEMA, doesn't direct the day to day operations, he declares the disaster, and then FEMA takes over. We also have to remember that some of the areas that these supplies were coming from were still in the path of the storm, we had flooding in parts of Kentucky as a result of the storm, It keeps travel speeds down, keeping the supplies away a little longer. Maybe, I dunno, just maybe, if people weren't being dicks, going around shooting at people trying to help, then maybe we could do things.
