It appears as if all classes were treated the same and that is where the state and local governments failed. One class that you refer to just happened to have the education to realize what they were being told and seeing coming on the news meant they should get out and they had the means to figure out how to get out. The other class either did not have the education to realize what they were being told or did not have the means and if it was no means then the local/state government failed big time in providing the means.
Of course, having come from a very poor family where many members still are, I bet a lot of those poor people also stayed because what little they had and ever will have was there and they did not want to lose that. I have some family members who rather stay and battle it out with god than leave to only come back and find god took it all or worse looters took it all, those members of are the mindset if they can beat god then they can beat those looters too.
