Yeap, I made a post that said something like one class of people was just 
better able to to react to the orders to leave than another class. The root 
of the problem here is it seems like everyone was treated the same, the 
city/state just said hey we have a mandatory evacuation now it is up to 
everyone down to the sick in the hospitals to figure out just how the heck 
they should get out.
