Well, because she wasn't elected to do that. And both the Mayor and Gov sent a letter to Pres Bush who agreed to provide Fed aid incl troops, supplies, money, etc. on Sat before the storm ever hit. FEMA had supplies and troops ready to go - the problem was nobody coordinated the distribution. One city official who reached FEMA after the flood was told by FEMA to send them AN EMAIL!
