Moreover according to what I heard this afternoon on NPR, both the director of FEMA and the head of DHS were in a conference call with NOAA's Hurricane Information Center's director 4 days before the storm hit NO. Apparently the NOAA people specifically warned both FEMA and DHS about the threat and told them it was a near certainty where it would hit.
