Mr. Bush's Republican party ran as the the anti-government party. They claimed the gov't was bloated and therefore ineffectual. They said Democrats didn't know how to manage money or the military. They claimed they would clean house. What's happened since is the exact opposite. Deficit spending has sky-rocketed, we're bogged down in boondoggle of a war with no definition of success, our global prestige is at an all time low, and we've just failed to protect our citizens form a threat that was predicted for years - and after a complete review and restructuring of Homeland Security. In short, this administration has failed to competently govern. As to blame, when you grab the reigns, you're responsible for everything that happens afterward. Only the most cowardly rider blames the horse or the previous rider. Specifically, had Mr. Bush just began his first term, then a "we're just getting up to speed" is appropriate. Note that that says, "I'm in charge and accountable, but give me a few days." In this case not only did Mr. Bush have 5 years to make any changes he felt necessary, but he had 9/11 as a massive wake up call. His Katrina response is nothing short of a colossal failure to govern.
