Silly question... but if this the only benefit why not make it illegal to "borrow" from SS in the first place? Why not a lockbox for the current system? I don't know the issue well... but this seems to be a huge undertaking to solve the (seemingly) relatively simple issue of keeping fingers out of the pie.
