Your proposal would change Social Security from a retirement benefit program to a wealth re-distribution program. Whatever you think about Bill Gates, the guy has paid the maximum to Social Security every year since he was probably 21 years old or so. Does he just forfeit all that money? If so, why would anyone who makes good money support Social Security as a program? It just becomes another tax.
