It seems as if they planned for a few sticks of dynamite in a trash can but 
that was it.


Well to be a bit more generous.  I would hazard a completely uninformed guess, 
that the plans considered highly devastating, but localized events (A large 
building having a plane dive bombed into it; and large area, but less 
completely devastating events (anthrax sprayed over a large city or region).  
This would cover a lot of people, but not effect 100% of them, actually as low 
as 25% to 30% is quite devastating, but does not completely knock out first 
responders.

What apparently was failed to be visualized was both.  Complete devastation of 
a large area.
