Are you saying that you're judging the integrity of the administration based on the actions of one man? Or are you claiming the competitive sourcing initiative is a form of favoritism or payoffs? I realize that open bidding seems like the fair way to do things but after seeing so many government projects fail because they have to award the lowest bidder knowing full well the job won't get done. The Woolman rink in Central Park is a good example of that. There needs to be a better solution but I don't know what that is.
