We can play out scenarios and possibilities forever.  Fortunately, we
don't have to wonder "what if", since as of 1996 it was already in
place in 20 places in the world, rich, poor and in between, with "no
clear support for the negative predictions" and it actually "appears
to be contributing to the growth in quantity and quality of
schooling".

Sure there are some edge cases that will need to worked out, rural
areas do need to be treated differently, but it's somewhat ridiculous
to throw out the entire idea without considering that those rural
areas could follow slightly different rules...
