So what's the deal with agencies that deal with US babies? Are these private for-profit entities or public things?

That's why single celebrities and wealthy gay couples have no troubles adopting, they pay the fees for multiple agencies and increase their odds. Not the most qualified but the most money gets the healthy ones. For the not so well off there's the drug-addicted babies. A guy I worked with decided to adopt and called an agency, they told him if he wanted a Brazilian boy he could have one right away. They sent him a photo and bio, he looked it over said ok and the very next day his son arrived. I think he said a girl would have taken a few weeks.
