1. voter turnout was less than 60% of all eligible voters
2. Shrub got just under 51%.
3. therefore he recieved .51 * .6 = 30.6% of the total eligible voting
population.

lets play with your numbers then .553 *.51 = .282 or only 28.2 % of
the eligible voting population voted for Bush.

Keep it up you're proving my point, and with a bit of work I am sure
you can master fractions as well.
