First, you can't run for one office while already holding another.

I hate it when people run for President while sill a Senator or a
Governor or whatever. I think that in order to announce your candidacy
you must first resign all other elected posts.

Second, can only be on the ballot in a set number of federal elections,
not just term limits, but race limits. Shake things up a bit, sure you
lose good ones, but say you can only have 4 races, then in the Senate
that is 24 years. If you have been there 24 years and you still haven't
fixed the country it is time to get out. If you have fixed the country,
good job, take a vacation, tax payers expense.

When people are worried about getting reelected they aren't thinking of
right and wrong. Sure sometimes people do things that are unpopular, but
they are the right thing to do.

Bush Sr. and Congress had to raise taxes, it was very unpopular, but it
contributed to the federal government gaining money during the Clinton
administration. In retrospect it had to be done, that single thing
probably lost him the election. Of course I bet nobody ever gets up and
claims "no new taxes"
