I think what he's getting at is that we need a way to remove the grift
and corruption while at the same time getting new ideas into place.

I don't think term limits, or preventing someone in office from
running for office, is the right way to go, but the goal is right.

In another post I threw out some ideas such as run-off elections and
federal/state financed elections that I think would help.  You've got
to pull out the money without removing the free speech.

We've a real Fox-watching-the-henhouse thing here.  Everybody knows
that both parties could do better, but the only way to get them to do
better is for them to change the system they're profiting from. 
Prolly ain't gonna happen.
