True, but there is such as thing as the "union effect".  This is where
a young go-getter joins a union and starts busting ass  on day one. 
Unfortunately his colleagues soon inform him that he's working much
too hard and to be a good union member he needs to slow down.  Soon
the kid is kicking back reading the paper.

The same thing can happen with politicians - you get a group of "old
timers" who likes things done in a certain way that may not be the
best way.  A single new person has a tough time changing that but a
constant churn of people wouldn't.

That being said, there's the previously mentioned downside.
