Drug offenses are different in 2 ways: 1.) They're based on medical/health problems/dysfunctions. Many times either the user is high and thus not thinking clearly or so desperate that their own health/life becomes less important than the drug. 2.) They are "victimless" crimes. A guy snorting coke in his bedroom is no direct offense against someone.
