The whole idea of deterrence is flawed. its predicated on one thing,
that people are exclusively rational beings that think things out
before acting. A lot of crimes are impulsive - they happen without the
rational intervention.The guy killing his wife doesn't do a mental
caculation first. What happens is he acts first then thinks later.
