When you buy a house, the seller is required by law to fully disclose any 
issues -known- about the house requiring repair.

If you buy that house, and 10 minutes after moving in, the entire roof caves in 
--too bad for you.  It was your right to have the house inspected before you 
bought.

It would seem to me that this should also be the case with vehicles.
