Sure, but the laws are still the same, 2 second minimum between you and the
vehicle on front of you. At high speeds, poor road conditions, or poor
visibility for any reason (Weather, vehicle in front of you, etc) then it
goes to 4 seconds.

The logic is flawed. It doesn't matter why the person in front of you
stopped; the fact that they did stop and you didn't makes it your fault.
