It's what I took in university... and it's what my family does... I can't help 
myself. :)

There are a lot of approaches to two-tiered healthcare.  Some ideas include a 
'pay per use' fee, some view it as an opportunity for the government to bow out 
of 'non-essential' services.  (which is does to a certain extent already)  

Many options seem like a good idea, but determining things like 'essential vs. 
non-essential' or 'ability to pay sliding scales' are very subjective.  

The problem is -not- that healthcare doesn't need reform.  It is also -not- 
that the current government, or any potential government isn't aware and 
working on it.  The problem is that it's a very scary thing for most Canadians 
to contemplate.  It would require a complete re-working in the way we deal with 
our health.  The concept of private insurance and public vs. private hospitals 
and doctors and such is completely non-existant.
