Exactly.

Personal responsibility.

You don't need infantry and artillery to stop a riot or fight a forest fire.
You want to do that most police departments have  reserve officers, fire
departments have volunteer corps.

I never understood the complaining about deployments.  I mean, I knew it was
coming, it caused a great deal of problems in my personal life, and a great
many financial problems, but that goes with the job.  I have done 8 years
now, and I figure I did my part, let somebody else pick up the ruck for a
while.  I knew what I was getting into though.

Remember people we have a volunteer military now.  No one was forced to
join.
