The source says it all

Given that the Fraser Institute is more right wing than the extreme wing of the
Republican party, they do have an agenda, and that colours anything they
produce. Moreover their economic reports have been criticized for extreme bias
and in some cases blatently ignoring contradictory evidence. Given the
additional sources (i.e., the Washington Times who do not mind mixing news
reports with their editorial bigotry) bias, this study is junk.
