I'd re-state that a bit.  I think plenty of people believe us about
Iran being a threat because they're out saying they are.  That is, in
Iran's case, the world doesn't have to take Mr. Bush's word for it. 
Which, as you point out, they wouldn't.  Mr. Bush has lost all world
credibility.

However, that still leaves us with the problem that's Iran.  And here,
again, we're in a bad spot due to Mr. Bush.

The world is looking to Iraq and thinking the US isn't so tough. 
After all, we can't even restore order to that small country after
being there for years.  Further they see that the US public is sick of
dead sons and daughters and that the military is stretched to its
limit.

Since getting militarily involved in Iran means anybody would need the
help of the US, they are likely reluctant to since:

1.) US forces are taxed.
2.) They haven't been able to control Iraq.
3.) US public support is waning.
4.) Mr. Bush is not to be trusted.
5.) The US sucks at re-building countries.

So if you're, say, Germany and thinking, "yup, we gotta do something
about Iran, but we can't take 'em alone.  And it'd be a mistake to
align with the US for <see above>.  And if we break it, we buy it. 
Hmm ... well ... let's leave well enough alone."

So, yeah, Weegs is right.  Addressing the threat in Iran is very
limited because Bush lied about Iraq.
