I would agree with Nick here.

However, I NEVER have my dog on a leash, but she's really exceptionally 
smart, and will listen to and obey my voice commands.  It's illegal here 
(recently passed law), but the local po-po's know us and leave us alone. 
  She's seen the leash maybe 12 times in her 4 years.  I even can walk 
downtown, no leash, and keep her from attacking the pigeons, which, if 
you knew her, is a real feat.  She also, somehow, knows to stop and wait 
for my command before she'll cross any street or step off the sidewalk 
on to a road.  I never taught her that, she just picked it up herself 
somehow.

It takes a LOT of work to get to that point, but it's so worth it to 
know you don't have to worry.
