Isn't there a difference between "sounds like" and Congress drafting a
declaration of war?

I was under the impression that for a true state of war to exist, and all
wartime powers activated,  congress must explicitly draft and pass a
declaration of war.

I don't think they've ever done this (concerning Iraq, I could be wrong)

Do you know what a declaration of war is? Have you seen one? I think
the congress granting the President to use force to remove a standing
ruler sounds like a declaration of war.
