Some people in Germany put an ad in the paper that said that, to save
money on enforcing speeding, anyone who did speed but wasn't caught
should voluntarily show up at the traffic office, pay a $400 fine, and
attend a driver's training course.

Something like 40 people showed up before they got the word out that
it was a joke.
