If fat burning is one of your goals you want a good warmup before hand.
The pre (insert physical activity here) stretch is as important for
different reasons, it warms the muscles and in important to avoid injury. 

Post activity increases flexibility, once the muscles are warm.

hand.  I usually spend just 2 or 3 minutes stretching pre-run (mainly my
calves), and then about 5 or 10 when i'm done, depending on how far I went.
