No surprise there given the near civil war sparked by the bombing of the Golden 
Mosque. Give it a few weeks. If things stay calm, Bush's ratings will go back 
up slightly. If things go to hell, so do his ratings and possibly his 
presidency. 

Cheney's ratings don't matter, except that he is sitting in a position another 
politician could use to gain some White House experience prior to a run a the 
Presidency in 2008.
