Well, somebody like Saddam may have thought that it was a deterrent. Based
on his rantings post capture, this guy is a little crazy, and a paranoid
anti-Semite. I don't doubt that this is possible.

I'm not claiming it to be reasonable, but I think it is a possible thought
for this guy.
