Yes, except we have made exceptions for Cuban "refugees" who make land fall on US soil. (it is refered to as the wet foot/dry foot policy).
We have always had an expedited immigration policy for people who, if deported, would face harm or imprisonment at the hands of an oppressive regime. This is both a humanitarian and political strategy. As for not serving the public, I, and a majority of your fellow Americans, disagree with you. Look at the current polls. Look at the laws.
