Well it's certainly distubing, but mostly because it's so stupid. Specifically, the 12M people aren't going anywhere. Further, the towns or businesses that take steps to retard their economy will only be hurting themselves. And finally, let's say this felony law happened. What public good does that serve? It doesn't discourge illegal immigration and it costs more money: rather than have workers, you now have jail costs. So, in summary, we've got a non-problem that's already solved. For free.
