Actually, from what I have read about the proposed enforcement, first
time offenders probably still won't serve jail time, or at least not
much.

The idea is to be able to hold them in jail (rather than the more
lenient "detention") until they are deported.

And to still deport them, since it is much easier to deport a felon.

And the felony on their record will affect their ability to apply for
legal immigration, and will affect the way they are handled the 2nd,
3rd, and 60th time they are caught and deported.

There are documented examples of illegal immigrants being caught and
deported hundreds of times. The same person. Many actually use
deportation as a cheap way to get back home to visit before they
return again illegally.
