No, because the army merely appropriated a slang term which was already in use for an "improvised" weapon. The army may use the term in some specific way, but "prior art" and a shitload of other people not in the military use it in a fuzzy way. You can't write "peeps" into a military manual and then say "peeps is an objective term". Language doesn't work that way.
