If you are talking about the flooring surrounding the pool, there are
a couple of issues to think about.
Slickness when wet.
WHY did the concrete heave.
Fastening the cover during the winter

I would go visit a pool installer, and one or two existing pools in
your area (YMCA, city pool, college or high school).
