The cracks in the pool deck are surface cracks. My best guess is that the
deck does not have any kind of metal mesh inside and does not go deep enough
to protect from frost (here that's at least 2 feet).

a couple of issues to think about.
Slickness when wet.
WHY did the concrete heave.
Fastening the cover during the winter

I would go visit a pool installer, and one or two existing pools in
your area (YMCA, city pool, college or high school).
