BTW, this is all a stupid argument. The draft is built into the constitution. The founders were clear that they thought military/militia service was a requirement of being a citizen. A child has no control over where they are born or on where they live until they are out of high-school. They are stuck with whatever they are given. So if you mandate conscription for my children when they graduate high-school, then you may as well have enlisted them in your army at birth. You can talk about the responsibility of a citizen as much as you want, but our government is based on concepts of freedom which are contrary to this idea that it's somehow okay to decide that a new-born infant has some patriotic duty to his country upon birth. The child didn't choose where to be born, and the child didn't choose where to live.
