1.) Venezuela has natural resources that it has neither the infrastructure nor the technology and knowledge to develop. 2.) There are many private firms that DO have the knowledge and technology to develop those resources. In the business world, once an agreement is struck, this is called a partnership. When one partner break that agreement and seizes the property of the other, that's called theft.
