I'd take it over myself, using the guise that I'm doing it for the betterment of the people and correcting the ills of a previously corrupt regime, then I'd rake in the profits for myself. The public could be easily appeased because in the short run i can provide a necessary resource at a cheaper rate, even make it look like i'm taking a monetary hit in the interest of the public good!
Short sighted folks will praise me as a visionary who champions in the interest of the common man. Then i'd offer a carrot to other nations in the region....namely cheap oil. Sure, you can pay me back later on. This furthers the illusion of benevolance, all the while lining my pockets and broadening my influence and power. But then......that's just me.
