If she felt that the entire system/org were corrupt, then I agree she
should quit.
But if she cares about the system/org, and just wants it to be
"right", then she shouldn't quit, and should have done what she did,
let some light into the nasty corner, and let it air out a bit.

Just my 2 cents (which is about a centiliter of gasoline nowadays.)
