I can buy that, but I can't get past that she should've told her
superiors that she wanted something done, changed, etc *before*
leaking.  The reason is that reality is not black and white and the
consequences of outing this may have had much worse consequences that
she didn't know about or understand.

She should err on the side of her agency first before going public. 
Had she gone to her boss and her boss's boss telling them that what
was going on was wrong and that it must be stopped, it would be more
acceptable.
