I'm not the network guy, but he doesn't always filter by port.  He has
the ability to filter by the application name, or so he tells me.

And how do you know that it is file sharing? That requires knowledge
layer 4 and higher. Knowledge you don't have if people run encryption
let alone IPSec (then you don't even know the TCP ports anymore).
