It's likely the former. No lazy person goes through what it takes to come and then work if they're lazy. That takes a lot of courage. And that's where I draw the line. America should be doing everything it can to bring in workers - it's will only make us richer. If those workers, however, don't care enough to invest in America, then they should be deported. This brings me back to my original proposal. American firms should be able to post jobs and, given they're unfilled in X time, they should be able to bring in an immigrant. That immigrant would be granted green card status (no voting) and given they pass certain criteria, they should be eligible for US citizenship.
