Not necessarily. Immediately after the disaster, Bush put on a strong front,
and his popularity was through the roof. Yes, a good deal of that can be
attributed to the "rally together" spirit that follows a disaster. But
months later, his numbers remained high as the campaign in Afghanistan
progressed successfully.

It wasn't until he became obsessed with Iraq that his numbers began to turn
south.
