No, it has not, in my opinion.

It was asked to invade the country and depose Sadam. That went very well.
It was asked to disarm the Baathists. That has gone moderately well,
but could definitely use some improvement.
It was asked to be the policemen of Iraq. And that is not going that well.
It was asked to be the border police for Iraq. And that is not going that well.
It was asked to be the local government in some places, and that is
not going that well.
It was asked to be the general contractor for most rebuilding, and
that is going OK, until what they built gets blown up.
It was asked to be the civil engineers for Iraq, and that is going OK,
until what they built gets blown up.
It was asked to be the hospital of Iraq, and that has had its problems
(mostly by being overwhelmed)
It was asked to be the intelligence service of Iraq, and that has had
its problems.
It was asked to be the shipping and delivery service of Iraq, and that
has had its problems.
It was asked to train its own replacements, and that is going as well
as could be expected, but not at all well.

Have they done a spectalular job given their resources and
assignments? Absolutely.
Should they have been asked to do all of this? Absolutely not.
