While I disagree with every one of your conclusions the most interesting claim is the "disinterested outsider" ethics violation. It's not and ethics violation to recommend the most qualified person you know for a job even if that person happens to be related to you. In fact I'd say you're being injurious to the company if you don't recommend a family member or friend if you believe them to be the best person for the job. The ethics violation is if you do the hiring without review. That wasn't the case here. Why does the fact that his wife is in the CIA compromise his ability to make a commerce evaluation? How is his hire a breech of ethics? In fact, if it weren't for the recommendation of his family, we all know that Bush would be a used car salesman in Plano.
