So, it seems like the core issue comes down to Anti-Abortion vs.
Pro-Choice?  Let's cover the logic for frozen fetuses:

(1.) I would expect that a pro-lifer would say that life starts at
conception.  Further they would say that, at that point, the life has
rights granted by the constitution which would protect it from denial
of pursuit of happiness; the most extreme of which would be murder,
i.e., abortion.  However, because that life is not an adult, it is
primarily a ward of his/her parents and secondarily a ward of state
(should the parents be neglectful by, say, attempting an abortion).

(2.) If you agree with point 1, then once a fetus is fertilized it
becomes a ward of his/her parents.  If they decline to birth the life
they would violate the assumed law since they fertilized but do not
intend to birth; i.e., an abortion.  At that point the frozen embryo
would be a ward of the state and due his/her pursuit of happiness.
Presumably the state would find a birth mother and/or foster parents.

That all being the case, there is no legal source of stem cells if
they come from unwanted fetuses since there wouldn't be any, right?
